This is NOT a sewage leak. The dumb resident has a water leak at his hot water tank, dumping warm water onto the ground. This wakes up all sorts of nasty things and creates a smell similar to sewage. It is, however, stagnant water.

The home sewage clean out has been opened, showing no blockage.
