NO. They planned and executed this horseshit and you were there to watch it live on TV. While being under the guise of a "course of action" in case such a pandemic occurred, they laid the blueprint for what happened just a few years later. It's almost as if somebody used that book to cause the largest transfer of wealth and power in human history. If it's original intent was to be a plan of action, now it should be considered a warning.
