This is NOT a sewage leak. The dumb resident has a water leak at his hot water tank, dumping warm water onto the ground. This wakes up all sorts of nasty things and creates a smell similar to sewage. It is, however, stagnant water.

Oh wait, the home's underpinning has burst...I wonder what caused that? All that wet insulation on the ground may look like toilet paper, but it isn't.
