The black dots denote a scenario where only 2,000 warheads would be used. I would like to point out that it is speculated that Russia is in possession of over 8,000 warheads at this time. Also, since this map does not differentiate who will be responsible for launching these warheads at the continental United States, it is hard to predict yields, effectiveness, or even functionality.
